The Orbit – Home of Jazz, in partnership with Gwen Ansell, is launching a new concept every last Sunday of the Month – Conversations in Orbit – where discussions about the arts take center stage.
Guest panelists: Brenda Sisane – Jazz journalist and radio show anchor Kaya Fm, Don Laka – pianist, songwriter, music producer and entrepreneur, David Alexander – Sheer Publishing and Prof. Salim Washington – American Jazz musician and academic based at UKZN.
The theme for this second Conversation in Orbit is “Is 90% local really so lekker?”
A 90% local content quota across all the public broadcaster’s channels has been highly praised by some, and contested as a constraint on freedom by other.
Our panel will debate the following questions:
– What are local content quotas? What do they apply to, and how do they operate?
– Do music quotas work?
– Do they constrain the freedom of broadcasters?
– What’s the right figure: the SABC’s 90%, ICASA’s recommended 30% (commercial stations) and 70% (public broadcasters) – or some other percentage?
– Do best-practice models exist anywhere for how quotas can be implemented?
…and finally, what does it really take for a local content broadcast music quota to translate down the line into significantly increased hard cash for musicians?
